

Workshop is kind of a grey area, as they aren't officially sanctioned, however every publisher is free to ask TTS to take down a workshop item and it happens regularly. The first 2 are officially sanctioned by the publishers, and may even be programmed by them or a team they hired. None of these things are really that ethically questionable. 3) Workshop mods are community driven and free. 1) is games that come pre-installed with the software. Is it included in the base games that come with the software? There's basically 3 types of games that you can play. Yes, all your friends need to buy the base game, or like you said, do the 4-pack. You can also play games with random online peoples. Your friends have to have the game in steam too, but they do not have to download the same workshop mods to play with you.
